Aqualand’s State Significant Development application for a major new housing project at 33-37 Herbert Street, St Leonards, is now open for feedback and submissions. If successful the project would mark the latest chapter in the suburb’s transformation into a high-rise residential hub.
The proposal features three separate residential towers reaching heights of 58m, 74m, and 110m. Situated just a five-minute walk from St Leonards Station, the development aims to deliver approximately 300 apartments across a total gross floor area of 38,701sqm.

The site is currently occupied by a three-storey commercial building at No. 33 and a single-level retail warehouse at No. 37. Under the plan, these will be replaced by a sophisticated podium containing retail and commercial spaces, topped by the trio of towers. Notably, the project includes a 10% affordable housing contribution dedicated to essential workers for at least 15 years.

St Leonards continues to transform into a high rise hub on the North Shore. The precedent was set by The Forum complex in the late 1990s. Built directly above the railway station, The Forum West tower reached 118 metres, proving the viability of high-density residential living in the area. More recently between 2019-2022, Eighty Eight and the St Leonards Square development across the road from the station took the area to the sky.
As the suburb continues to grow, this new Herbert Street project represents the next step in urban consolidation based around public transport. The plans have now moved into the public exhibition phase, allowing the community to have their say on the future of the site.
Community members and stakeholders are invited to review the detailed designs and environmental impact statements. Public submissions remain open until Wednesday, 24 June.
