A new State Significant Development proposal has been lodged by developer Holdmark with plans to build a new 39-storey mixed use building at 35 – 37 and 39 – 41 Chandos Street, St Leonards.
The site, comprising 2 lots, has three street frontages to Chandos Street, Mitchell Street and Atchison Lane. Currently has a 7-storey, largely vacant commercial office building on it, including two ground level retail frontages. Humanity Health Group, Therapy Connect, Care Squared, Symphony Technology, Betta Wardrobes & Shower Screens, Supercube Scientific and cafes as just some of the businesses currently occupying the buildings.
The proposal seeks the demolition of the existing buildings to make way for construction of a 39-storey mixed use development with 200 residential units. 10% affordable housing, 3% of which will be dedicated in perpetuity, and 7% to be dedicated for a period of 15 years has also been planned. The new building would also feature 8 basement levels, 4 level podiums, comprising approximately 3.2:1 of nonresidential floor space, including serviced apartments.

A concurrent Planning Proposal has also been lodged for the development, seeking to amend the current laws and restrictions. Holdmark is seeking amendments to increase the maximum height of building standard from 64m to approximately 135m (39 storeys) and increase the maximum floor space ratio standard from 6.5:1 to 14:1.
St Leonards has seen a significant increase in similar residential development applications since the Crows Nest Transport Orientated Development Accelerated Precinct was established in 2024.
